If you are building a budget line for DPDP by 13 May 2027 and cannot get a number out of anyone, this is a map of the market.
Why is pricing so hard to find?
Three reasons, and it is worth knowing which one you are dealing with. Enterprise sales models — global platforms price on modules, data volume, entity count and negotiation, so publishing a number would anchor every deal. Services-led vendors — where the software is a wrapper around a consulting engagement, the price is the engagement, and that genuinely varies. Positioning — a vendor selling to CMOs on a trust narrative would rather discuss business risk than a monthly figure.
None of these is illegitimate. But it makes budgeting hard, and it is why a category with a 2027 deadline still has buyers who cannot get a range.
What the market charges
Indicative ranges from publicly available information and market observation. Verify with any vendor directly — pricing changes and none of this is a quote.
| Category | Typical annual cost | What you get |
|---|---|---|
| Global privacy platforms | ₹15,00,000 – ₹1,00,00,000+ | Broad module suite, GDPR-native, multi-jurisdiction. Usually needs configuration for Indian sectoral retention mandates |
| Cookie-only tools | ₹15,000 – ₹1,50,000 | Cookie scanning and banners. No rights workflows, no breach module, no Indian-law depth |
| Indian DPDP entrants | ₹0 – ₹5,00,000 | Varies widely. Some software, some consultancy with a portal |
| Consultancy readiness programmes | ₹5,00,000 – ₹50,00,000 per engagement | Assessment, documentation, policies. Usually no ongoing software |
| Consiva | ₹0 / ₹60,000 / custom | Published, in INR, on the website |
The cookie-only row is where most Indian buyers start and where most get stuck. A cookie banner is one obligation out of roughly a dozen. It does nothing for rights requests, retention, breach reporting or records.
The seven cost drivers that actually move the number
Whoever you buy from, these are what the quote turns on. Consent volume — usually the primary meter, and vendors define the unit differently. Domain or property count — multi-brand businesses get expensive fast. Whether Data Principal rights are metered — ask this explicitly; rights requests are unmetered on every Consiva plan. Data discovery and ROPA — usually a premium tier, and the capability most likely to justify the spend. Language coverage — DPDP notices must be available in any of the 22 Eighth Schedule languages at the individual's option. Implementation and onboarding — sometimes bundled, sometimes a separate line item that exceeds the licence in year one. Deployment model — on-premise or single-tenant deployments typically carry a substantial premium.
Questions worth asking before you sign
- What exactly counts as one billable consent? Does a rejection count? Does a returning visitor re-consenting count as new?
- Are Data Principal rights requests capped or charged per request?
- What is the per-additional-domain price?
- How many Eighth Schedule languages are live today?
- Is there an uptime commitment, and is it in the contract or on the website?
- Will you sign a Data Processing Agreement, and can I see your subprocessor list with processing locations?
- Are you a registered Consent Manager under Rule 4? Before 13 November 2026 the honest answer is no, because registration isn't open. → A vendor that says yes has told you something useful
- What happens to my consent records if I leave?

One honest note about where we are not the answer. If you need multi-jurisdiction privacy management across a dozen countries with mature GDPR tooling and deep enterprise integrations, a global platform will serve you better and the price reflects that. Consiva is built India-first. That is a real trade-off and you should make it deliberately.
Frequently Asked Questions
It ranges from free to over a crore a year. Global privacy platforms typically start in the tens of lakhs for Indian deployments; cookie-only tools run ₹15,000 to ₹1,50,000; Indian entrants range from free tiers to a few lakhs. Consiva publishes ₹0, ₹5,999/month or ₹60,000/year.
Yes. Consiva's free plan covers one domain with 1,000 cookie consents and 50 form consents a month, permanently, with no card required and unmetered rights request handling.
Enterprise module-and-volume pricing models, services-led engagements that genuinely vary, and a preference for discussing risk rather than a figure. It makes budgeting harder than it needs to be.
We don't think so. Responding is an unconditional statutory obligation with a response deadline, so metering it prices the point at which a customer starts breaching the law. Ask any vendor this directly.
Usually implementation, or the per-additional-domain rate for multi-brand businesses. Get both in writing before signing.
